Arizona Rules Committee approves state reserve bill for XRP

\If you have been following this newsletter, you knew earlier this week that Arizona is considering XRP for its state crypto reserve investment. Specifically named in the bill alongside bitcoin, XRP has now gained Arizona Senate Rules Committee approval as Senate Bill 1649 advances.
Market Context
The Senate Rules Committee Action was a voice vote, performed verbally with no record of individual votes, with a result of Passed. The bill is live on the website for Arizona’s legislature under the title “digital assets strategic reserve fund” with two positive votes this week from the Senate Republican Caucus and Senate Democrat Caucus.
A full Senate vote is the next phase of turning XRP into a state strategic reserve asset.
XRP’s victories in Arizona are landing in a market that is already repricing the asset with improving regulatory optics and growing institutional adoption. In 2025, the US appellate court system removed any doubt as to XRP’s non-security status in secondary trading, XRP is already gaining ETF launches, and Ripple has been invited to attend and advise multiple White House initiatives.
The legal clarity that XRP continues to enjoy is turning XRP into an institutional settlement token rather than a merely a speculative investment.
